Command staff trainings on the topic of “Implementation of civil defence measures in case of surprise attack by the adversary” held with the administrative staff of the Civil Defence of the Ministry of Justice

On 19 April, pursuant to main 2019 Action Plan related to population defence and civil defence in emergency situations, Command staff trainings on the topic of “Implementation of civil defence measures in case of surprise attack by the adversary” with the administrative staff of the Civil Defence of the Ministry of Justice was held. Head of the Division for Co-ordination of Activities of Administration Bodies, Organisations in Matters of Civil Defence of the Department of Civil Defence of the Rescue Service of the Ministry of Emergency Situations, Colonel of Rescue Service A. Kharikyan and Head of the Department of Population Defence, Lieutenant Colonel of Rescue Service K. Sahakyan participated in the event.

The goal was to check the level of standby capacities of the administrative staff of the Civil Defence of the Ministry and subordinate bodies, Civil Defence Command Staffs, Civil Defence command and to assess the feasibility of the Civil Defence Plan.

In the course of the training, alarming, mobilizing, task-setting, report development and listening were practised. The launch of the training was announced at 07:30 with the alert message "Mobilization is announced". At 09:30, task-setting took place in the Meeting Room for the administrative staff for moving the civil defence system of the Ministry to "high" level standby regime and shifting to "reinforced" working regime. Later, in accordance with Civil Defence Plan and the plan for making the transition from a peaceful situation to war, the participants organised and performed the envisaged measures and submitted reports. At 12:00, listening of the administrative staff took place at the office of the Head of the Civil Defence Command Staff of the Ministry, Deputy Minister of Justice Tigran Khachikyan, during which brief reports submitted to the Head of Civil Defence were read aloud. Issues of providing property and equipment to the Civil Defence command, inter-changeability of military officials, legal relations connected to defence institutions in the course of martial law, as well as evacuation, sheltering, transferring, escorting of prisoners of war and convicts of penitentiary institutions (these issues require specific solutions) were discussed. An agreement was reached to organise working discussions with the Ministry and interested bodies in the nearest future with the view to discussing the above-mentioned issues, and a proposal was made to the Ministry of Emergency Situations to make amendments to the legislation with regard to the submission of new development projects for approval from the Ministry of Emergency Situations from the perspective of civil defence. The issues on providing facilities for separating convicts in case of damage of buildings of penitentiary institutions for keeping convicts were also discussed.
